Market regulation and it´s effects on the function of regional and local upper secondary school markets.

This doctoral dissertation has aimed to study the connections between the market regulation and it´s effects on the function of regional and local upper secondary school markets. Focusing on the expected effects of the reforms and based on some relevant theories, a model is created for the description and analysis of the effects of quasi-markets in an open enrolment system. The model consists of four factors with an impact on markets – political governing. product mix, competitive advantage and target cost. The empirical study include two cases, the regional upper secondary school market of, Malmö and Lund. Each regional market consists of two local school markets. A created model of efficiency based on market qualities reveals great differences between the two regional main cities and between the upper secondary schools located there. In these quasi-markets in an open enrolment system a higher degree of free choice in an open enrolment system leads to extensive commuting among pupils across one or more municipal boundaries with a strong attraction towards the main cities of the regional markets. To the upper secondary school pupils, the municipal boundaries are blurred. However, to fully implement the pupils’ free choice, a well-functioning public transportation system is necessary.
